Not sure of what you are trying to ask.  Do you mean your state refund is less than the amount of state tax withheld as shown in box 17 of your W-2?  You do not get it all back.  You have to pay some state tax.

Your W-2 shows the amount of tax your employer withheld. That may not the same as the amount of tax you owe. Employers usually take more tax than you owe. Most people get a refund.

 

I’m not sure what you mean by $117 being deducted. If that’s your state tax liability, it means you are getting a refund of $101 ($218-$117).
