why does it take me back to the review part of filing state instead of moving forward to step 2?

Can you scroll down on the review page and click Continue?  Is there anything highlighted that looks like it needs attention?   Try signing out and signing back in; TurboTax will save your progress.

I have tried that, there is nothing highlighted saying it needs attention. I’ve even had some one that I shared my screen with. They had me delete the state and start over, change to a different browser, and clear my browser history. Still no luck. The federal went through and has been filed. The state says it’s ready to file and everything looks good, just a few more steps to file. Step1 review your order. Step 2 choose how to receive your refund. Step 3 file. When I click start on step 1 then click continue it just goes back to everything looks good, just a few more steps before we can file. Then back to step one.

You also need to say here whether or not the Federal return has been accepted or not.   If the Federal return was filed by itself, you cannot efile a state return until the Federal is accepted.   "been filed" is not enough info.  Yours may have been accepted, but unless you say, we don't know.

South Carolina forms appear to be finalized and available.

Sounds like you have tried just about everything.  There does seem to be an increase in the number of people having problems with the FILE Steps section.  Whether there is a known or developing issue there, I don't know.  Does the Review that you were talking about refer to the REVIEW tab that is in the left menu column?  If you haven't gone there, I'd do that to see if there is any message.

 Otherwise, since there's plenty of time, if it was me, I'd wait a few days and try again to see if it was resolved with any of the ongoing online updates.   In the meantime, you can keep checking threads in this forum in case it becomes a known issue.
