Lots of federal and/or state forms are not ready yet. You have to e-file your federal return first, and then your state. The state will not accept a return until the IRS has accepted your federal return. The IRS begins to accept returns on January 23. If you are waiting for federal forms you will also have to wait to file your state.

Federal was accepted 01/19. That has had no impact on filing my state. Turbo tax is blaming new state laws but other websites have allowed it. This is a turbo tax issue.
I'm not sure if we had the same issue, but I was not able to file my state taxes for Georgia because the scale on my laptop display settings was above 100%. For some reason the text on the pop up leading to the payment processor is not visible if your scale is above 100%.
