Why can't I finish my North Carolina return it's say I have to wait on form D-400?

Form D-400, Individual Income Tax Return Main Form is scheduled to be finalized for printing on 01/27/2022 and finalized for e-filing on 03/03/2022.

Perhaps COVID has impacted their computer & processing staff. 

That and some late-year tax enactments by the NC legislature.

NC has recently announced that they will not be processing any tax returns until mid-Feb, and may still have to confirm the data transfer of all the various software company's tax files after that.
