Why am I not given the option to deduct general sales tax in lieu of state and local taxes on schedule Al ine 5?

If you itemize deductions, you may deduct state and local general sales tax instead of income tax, if you wish. 

To get to the sales tax section:

• Open (continue) your return in TurboTax Online. (If your return isn't open, you'll need to sign in and click Take me to my return.)
• Click My Account (top right of your screen).
• Select Tools.
• In the pop-up window, select Topic Search.
• In the search bar, type sales tax.
• In the results box, highlight sales tax, then click GO.
• You'll land on Sales Tax and Income Tax. (Click the screenshot below for reference.) Click Continue with Sales Tax and follow the onscreen instructions. 

Note: If using the TurboTax CD/Download software, you'll use the Find function (instead of "My Account") to search for the topic.

you did not answer my question; I asked "why am I not given the option to deduct general sales tax in lieu of state and local taxes on schedule Al ine 5?" EMPHASIS WHY WAS I NOT GIVEN THE OPTION. HOW ABOUT ANSWERING CORRECTLY!!
