You can enter $0 if that is the case. TurboTax is likely checking to make sure you receive the highest possible SALT deduction. If it doesn't apply to you, $0 and/or 0% is appropriate.

Turbotax is in an endless "Needs Review" loop for 1099 MISC. Box 2, you're supposed to double-click to select the form on which to report this income. It can't be fixed.
