Why am getting my full state refund?

My partner made just under $23k in 2019, and his full state income tax that was taken out was just over $414. TurboTax software is saying he will receive a refund from the state of Ohio for $414, but this seems very suspect that he would get the entirety of his paycheck back. What could I possibly be missing? He has 0 kids, 0 deductions, 0 contributions, 0 additional withholding, and 0 itemization. We did the standard deduction for everything, so we're pretty stumped on why his state return is so high.

Yes, it is completely possible for your partner to receive back the full amount withheld for Ohio Taxes.

For 2019 for someone filing as Single the first $21,750 of income is not charged tax for Ohio.

If your partner's taxable income was below that amount then they would receive the full amount of Ohio tax withheld back.
