Who do I write the check to for my owned balance for state in georgia

There should be a payment voucher included in the copy of the return that you print out.  It will have that information included on it. 

The tax agencies will generally cash any check you send them, regardless of whom its written out to to....but writing it to the "State of GA" should be just fine.
