Which mailing address should I use? I lived in CA during 2021 but now live in NC in 2022.

Use the address where  you would want any IRS correspondence to reach you.

When you file your tax return you will use your current NC mailing address.  The IRS will use the address on your most current tax return if they need to contact you.  It is important to note that the IRS will contact you only by US mail so if they require additional information or have questions on your return it is important that your current address is used when you file your tax return.
