Where on tax form should purchases out of state with no income tax be made?

I think you may be referring to purchases made out of state without paying any sales tax. 

If that is the case, you will find this entry as you go through your state tax return.  Look for a question regarding Use Tax or Out of State Purchases or something similar.  In most of the state returns, it will be toward the end of the questions. 

You can also re-visit that section by going through the Credits and Taxes section of your state return.  It will be listed as a separate tax item on that screen, probably at the bottom of the page.
