What was it withheld from? A W2 or a 1099? You enter the state withholding on the same place you enter the W2 or 1099.
State tax withheld is always reported to you on some IRS tax form; the W-2 being the most common form and the many variations of the 1099 2nd most common (1099-R, 1099-B etc etc).
Tell us what the source of your income was, that VA was withheld from, and we'll tell you where to enter. The generic answer is at the entry screen for that particular form.
If tax with mistakenly withheld: see Reciprocity in Virginia Tax. If you find out that you are exempt, correct your withholding information with your employer for the future, and file Form 763-S to claim a refund.
Otherwise, we need to know why the tax was withheld.
