Where do I enter my tax payments that have been witheld monthly?

If they have been withheld from your pay or retirement income, they are already listed on your W-2, SSA-1099 or 1099-R form, and are recorded when you enter those forms in Federal > Wages and Income. They then transfer over to state as applicable.
