where do I enter last years state refund (NY) applied to this years taxes on my state return?

You would enter the information in the Federal Section, TurboTax will carry over the amount to your NY return.

Go to Federal
Go to Deductions and Credits
Scroll down to Estimates and Other Taxes Paid
Select Other Income Taxes
Scroll down to 2023 Refund applied to 2024
