Where do I enter a carryover from 2016 from the NY state IT-249 line 24?

To enter the carryover from IT-249 Long-Term Care Insurance Credit, line 24, please follow these steps

1. Go into your NY return and continue to the screen, Take a look at New York credits and taxes. 
2. In the You and Your Family section, click on the Start/Update box next to Unused Long Term Care Credit Carryover from Prior Years.
