Are you planning to file the Federal return and Minnesota return at the same time?   Or did you already efile the Federal return?    If you have already efiled the Federal return first by itself, then you cannot efile the MN return until after the Federal return has been accepted.   The IRS will start processing most efiled returns on January 27.   They are pulling a few test returns for processing prior to that date.

 

The Forms Availability Table shows the MN forms are ready for print or efile, but occasionally the table is not accurate, and a form could be delayed.

I also saw another user's post who was having a problem with efiling the Minnesota return.   Thursdays (today) are when TurboTax normally has its weekly update of the software, so maybe something will be corrected or a delayed state form released sometime today.   I'd try again during the day on Thursday.    Also, before efiling, go through the REVIEW section again to see if any error message shows up.

According to the Forms Availability Table at the link below, the Minnesota forms are now showing as unavailable for print or efile until 1/30/2025.    So for some reason the MN forms have reverted from available to not yet available.
