What should I put when I live in Kansas and work in Missouri and it won't let me e-file when my state withholding is greater than my state wages?

The numbers are all correct, so I don't want to change anything, but it won't let me file if my withholding is greater than 50% of my wages earned from that state

I would start by checking your TurboTax entries for your W-2 and making sure you entered the numbers correctly for Boxes 15-17.  Make sure the withholding in Box 17 matches the state name in Box 15.

Also, make sure you complete your non-resident MO state return first, before you do your home state KS return.
