A Schedule 3 is something that is new.

It's a form that lists all Non-Refundable credits, such as

Foreign Tax Credit

Credit for Child and Dependent Care Expenses

Education Credits

Retirement Savings Contribution Credit

Residential Energy Credit

If you have any of these, this form is filled out and gets carried to line 12 of the new 1040.
