What is a from d-400 and why would I have to fill it out when doing my state taxes 2021?

I need to add form d-400 to my 2021 taxes why do I need to file this form?

If you want to file your North Carolina state income tax, Form D-400 is the form that all individuals – including part-year residents and nonresidents – are required to file.  See 2021 D-401 Individual Income Tax Instructions for more information. 

If you’re referring to another state, please clarify.

More Info.....IF for North Carolina:

The NCDOR has delayed startup of accepting any tax returns for 2021 taxes, due to needing to do some extra computer programming & calculations for certain tax situations.  once they complete their own programming, they let the Software companies how they want it done, and than can take an extra week or two.
