When T. T. asks if for my 2016 NY state refund $$$.$$ if I Itemized deductions. Is that for the State or on the Federal? if i over paid my State tax why sure I claim it on the Fed and pay tax again. Thank You Charles?

The following line numbers on the federal Form 1040 show whether you took a standard of an itemized deduction.
Form 1040EZ Line 5 contains your standard deduction plus your exemption amount ($6350 + 4050)
Form 1040A Line 24 contains the standard deduction
Form 1040 Line 40 contains your standard deduction or the itemized deduction. If your itemized deductions are greater than the standard deduction, the larger total will go on this line. Please review the following amounts for the 2017 standard deduction based on filing status:
Single or Married Filing Separately $6350
Married Filing Joint or Qualifying Widower $12700
Head of Household $9350
On the NYS tax return the standard or itemized deduction is entered on line number 34. If your itemized deduction is greater than the standard deduction, the larger total will go on this line.
If you itemized deductions on the 2016 federal tax return and received a NYS refund on your 2016 state return, the monies you received are considered income when you receive it in 2017. This amount is taxed on your 2017 federal return only. This happens because you are able to claim state or local taxes when you itemize on the federal return.
