I finished preparing my 2022 PA tax return. I will print out a hard copy to mail to the state. I received the following docs: 1099R, 1099SSA, 1099B, and 1099DIV. My question is: what documents do I need to include along with the hard copy? Both my wife and I are retired. Also, if there are documents to be included, do I staple them to the return or place them loose in the envelope?

You should include the Form 1099-R and any documents that list state tax withheld. You don't need to include 1099-INT or 1099-DIV forms unless they report state tax withheld. If you have form 1099-MISC or 1099-NEC you should include them. You don't need to include your social security form SSA-1099.
TurboTax will print out a cover sheet with instructions for mailing your Pennsylvania income tax return.
Here are PA's instructions:
Arrange your documents in the following order when submitting your 2022 PA tax return:
See page 4 of 2022 Pennsylvania Personal Income Tax Return Instructions.
Thank you for your response. However I am still not sure what documents are required, if any. I did click on the link you provided and read the instructions on "assembling your PA-40." It states to submit forms 1099R and "other statements that show other compensation and any PA tax withheld." Does this mean I don't need to submit any 1099 docs since the state does not tax income stated on these documents, for retired taxpayers? Also the cover sheet you refer to from TT when printing out the state return does not specifically spell out what docs must be included. It only states "...mail all pages of your signed return along with any required attachments."

Your response made sense until I got to this point on things to include :
PA Schedule(s) G-L. If you are claiming a resident credit for taxes paid to other states, include each schedule followed by any required supporting documents for the schedule.
When I look in forms mode on my turbo tax PA data, I can see PA Schedule G-L was filled out, along with various RK1s from LLCs that I filed non-resident returns on in another state. If these forms are required, why is turbo tax not printing them out during "print for filing". Am I really supposed to print them out separately for inclusion in my PA filing? Does not seem right.
Unless you prepared the returns in TurboTax Business for the RK-1's you received, TurboTax would not print out the RK-1's as it would not have all of the detail that would normally be included on an RK-1.
If you filing a paper return, and are filing multiple State returns, which your question indicates you did, the RK-1's, copies of the state returns you are claiming a credit for, and all other documentation that goes in to your return, such as Form W-2, needs to be attached and submitted with the return.
As for the copies of the other state returns, the PA Department of Revenue does not need all the attached schedules that go in to the other state returns, just the main return that shows the income being taxed by both the other state(s) and taxed by PA, and the net amount of tax paid for credit purposes.
