We live in Virginia but owe land in Colorado and paid taxes on it. Do we need to file a CO return?

We received a 2016 Tax Notice for land in Costilla County, CO and paid taxes on it.  We are residents of VA and all income was earned in VA.  Do we have to file a CO return for the real estate taxes paid in CO?

No, not if you had no CO income. If you itemize, you can take the taxes paid on the CO property as a deduction on your Schedule A.
