If you paid tax to Nebraska during 2016 to help offset any taxes on your social security benefits, then you made "estimated tax" payments. You'll enter them in TurboTax by clicking on the Federal Taxes tab, then Deductions and Credits, then scroll down to Estimates & Other Taxes Paid and select Estimates.
You'll land on the Estimated Taxes page and you'll see the categories for federal, state, and local estimates paid. Choose State Estimated Taxes for 2016 and input the amount & date paid in the applicable quarter (you can change the quarterly "date paid" that already appears; those represent the quarterly deadlines).
