We are living in WA, and own an empty house in NJ in 2017,we pay mortgage for the house, we do not have any income in NJ, do we need file the 2017 NJ state tax return?

No, as long as you aren't considered residents of NJ, if you don't have income from NJ, you don't have to file a state return.
