I am a WA state resident and I did some work for a PA based company (I received a1099-NEC form). I did all the work for that company from my WA residence. Do I need to pay PA State taxes on the income stated on the 1099-NEC form?

No, you do not need to pay taxes to Pennsylvania on the income that was earned from a Pennsylvania company if you are a resident of Washington state.
