Virginia state taxes, not giving me credit for taxes withheld in my military retirement. Can't update, help?

While doing my Virginia State taxes on Turbotax Deluxe, I noticed that my "total" taxes paid didn't include any of the money that was withheld from my military retirement pay during the year.  There is no way for me to add this in.  What do I do?  It says I owe way more than I should.

Go back to the retirement income section and edit that 1099-R form to make sure your State taxes paid are in box 14, and the state and state ID are in the two parts of box 15. 

Especially if you scanned or imported your Military 1099-R, there can be mess-ups in how the information is transferred into the right/wrong boxes.
