Virginia sent me a PTET 500C Charge. Paid 98% of my PTET liability by 12/15/2024 as instructed. Prepared the return via TT for business desktop. Why?

The software should have prompted the user to fill out this form looking for 1 or 3 exceptions. I meet at least 2 of them if not all 3 exceptions. Is this a software glitch? Will TurboTax paid me back for the fees an interest charged?

I have e-filed through TurboTax. I had instructed TurboTax to pay IRS via a debit, a large amount. A full business day went by and nothing was debited from my account?
