I know I can't deduct my investment management fees on my 2018 Federal Return, but can I do that on my Virginia state return?

Mt financial planner thought that I could deduct his fees on my 2018 Virginia State Return.

Virginia has adopted the Federal tax law and does not permit a deduction for investment expenses on the Virginia Schedule A. Please view the 2018 Virginia form in the link below.
