I live in MA but last year received a 2017 CO state refund. This year I received a 2018 1099-G for that refund. Do I have to file a Colorado state tax return for that 1099-G or will the Federal and Massachusetts returns be sufficient?

No, a refund of taxes paid to CO is not income that would require a CO tax return.
