Where to file Form 56 for deceased persons that lived in KS?

Form 56 instructions say to mail to IRS Service Center where the person for whom you are acting is required to file tax returns.  IRS.gov says persons living in Kansas should file to center in Cincinnati IF they owe money, but to Fresno IF they are receiving a refund.  Have no idea at this point if they will owe or receive a refund.
