I received a letter from the California tax board saying I never paid my income taxes in 2019, but I thought I had it set up to be paid when I filed. I had but my banking information set up in my return and was never told there were any issues. I’m confused on where I can see that it was never paid and why I was never notified until now. The state is saying if I don’t pay in the week they gave I will go into collections.

Ok so you set up the payment but did not notice the payment did not happen yet?
And a lot of states will not let you pay directly from your bank account like the federal.
So you need to mail in a check or go to the state's website to initiate a payment.
Your only proof of payment is your bank statement or credit card showing the payment coming out. Turbo Tax only passes your bank account number to the state for the state to take it out of your account. But most states do not let you pay by Direct Debit so you have to mail in a check or go directly to the state's website to pay.
Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
Did you not notice that the money was not taken from your account? Your only proof of payment of your tax due is your own credit/banking records. TurboTax never knows how, when or even if you paid your tax due. Most states want to be paid by check or money order or by credit/debit card on their own tax web sites. The filing instructions that printed out with your tax return would have detailed how to pay your state tax due.

If your own records do not show that you paid, then pay the state asap before the penalties and interest increase.
California is one of those states where you can get a direct deposit but any balance due must be submitted with the tax return or paid online.
