TurboTax online free deal for Deluxe desktop users hides extra fees for state preparation and filing

This is more of a complaint. I bought the Deluxe federal and state edition from Costco, and when I installed it, it prompted me to use online for $0 extra. I had been thinking about using online to avoid storing things on my pc, but couldn't justify the extra cost. So when I was offered to use online for no extra cost, I went with it. Everything was going well until I got to the state part (California). Instead of not charging me anything other than the e-filing fee, it now wants an additional $59. That is more than I paid for the package at Costco. This was a bait and switch, and I'm pretty angry. My choices seem to be doing my taxes all over again on desktop, so I don't have to pay extra, or just sucking it up and paying the hidden fee.

You can choose to clear and start over in TurboTax Online if you have not already paid for that product and decide to stay with Desktop, and you won't be charged for switching to Online.

I am also in similar situation. But, I was told that I can transfer the file/data from online version to the Desktop I purchased, and finish to file with Desktop, so I don't have to start over again after moving back to Desktop.  
But, now I am confused.

You can transfer your online TurboTax file to your desktop version. You will see an option for that on your left menu bar while working on your program in TurboTax. Look for the Tax Tools menu option, then Tools, then see the option on the right to  Save your (year) return to your computer.

You can open your 2025 TurboTax Online return from TurboTax Desktop,   There is a button that says Continue From TurboTax Online when you open the desktop software.   @Kiki
