turbo tax will not let me e-file my new york state tax

I've been using turbo tax for years with out issue, but for some reason this year its telling me that I have a tax situation in my New York return that makes it ineligible. and the reason for ineligibility is return claims a solar and wind energy credit carryover, even though I have checked my taxes multiple times and either put in 0 or leave the box blank, I still end up with the same message. and every time while filling out the solar credit section it tells me that I'm not eligible for credits, so turbo tax sees that Im not claiming anything. so why won't it allow me to e file my new York tax return? and what can I do to fix this

Delete the solar credit form since you do not qualify. A full or corrupted cache can cause problems in TurboTax, sometimes you need to clear your cache (that is, remove these temporary files).

Online version:

1. Delete the form/ worksheet- if possible, see How to Delete  
2. Log out of your return and try one or more of the following:
   • Don't use Internet Explorer.
   • Clear cache and cookies,
   • Sign in using a different browser.
   • Sign in using a different device.
3. Log back into your return.
   • Enter the information again.

Desktop version: 

1. Delete the form
2. Save your return while closing the program.
3. Update the program
4. Open
5. Enter the information again.
