Turbo Tax is asking for my employers state ID and my locality #. I live in West Melbourne, Florida and they do not collect state or local taxes this way. Is this a Bug?

I assume that you are referring to form W-2.

Nine states — Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming — have no state income taxes.

As your state Florida has no state and local income tax, it is not in the drop down menu of Box 15 of form W-2. Just leave boxes 15 and 16 blank even if FL is listed in box 15 and box 16 is filled with an amount on your form W-2. Also leave boxes 18 and 19 blank.
