Most of my job income was from NY but I have a little from NJ - on my W-2 it shows less than $250 in compensation, less than $25 tax withheld, less than $10 in federal income tax, and less than $1 in state and local income tax. Do I still need to pay $45 to download NJ?

You don't need to file the New Jersey return because the income is below the minimum income filing threshold.

I downloaded NJ to be complete and because the NY return asked about out-of-state things which it seems if I had the NJ download it would autocalculate. However, I went through the entire NJ without errors and there is no $25 refund. It's sitting at $0 refund/penalty. How do I get the refund?

Was the $25 New Jersey state income tax withheld reported on the New Jersey income tax return? Or did the $25 tax withheld offset New Jersey income tax reported?

I don't see state income tax withheld on the NJ W-2, only federal tax withheld which is slightly less than $25, which equals the amount on the payroll company's NY W-2. Looking back at my original post, I guess this is what the prior poster was referring to? Thought they meant a lump refund.
Yes, I think he thought NJ withheld $25. So, you don't have to file NJ, but there is nothing to refund either.
