This is my first year filing but I have moved from the state where I am filing a state return for. Does that State department have my address/do I claim address change?

The state will use the address from your federal return (which should be your current address), so no, you do not need to report an address change.   It is a pretty common occurrence to have an address not in the state you are filing a return for.
