No, it is impossible to pay a state tax bill out of your federal refund.  TurboTax never offers that.  If your print your instruction pages (first page of the federal and state tax return PDF) it will show the refunds you should expect and payment methods you selected.  Perhaps you had TurboTax fees deducted from your federal return, or maybe the IRS reduced your refund.  If so, they will send a letter of explanation separately.
