Hi I purchased a car in New York (paid the taxes on it in new york) and then moved to California (then paid taxes on it agian). How do I file this?

These are not income taxes.

Take a look at the taxes actually paid, as you should be paying sales tax only to the state (NY) where you purchased the car.

Each state will have registration fees, and when you moved, you should be able to file with NY to possibly get back some of these car registration fees.
