The W-2 shows the state as IN and she worked and lives in IL She did not get credit for the income tax taken out of her check. Should I change that to IL?

You can't just change information on a W-2. It is an official tax document and the IRS gets a copy. It seems as if it is a typo and you should contact the employer and get a corrected W-2. That way the IRS will also get it.
