The system won't let me enter long term care insurance. I don't have enough medical cost to earn a Fed deduction, but VA has a credit.

You would enter that in your VA return, on the screen Here's the income that Virginia handles differently.

Under Medical, choose Long-Term Care Premiums Credit Carryover and Deduction. Then enter the amount that was not claimed as a Federal Itemized Deduction. See the screenshot below.
