The state tax refund form is asking for "total of all your payments and withholdings" Refund is for CA tax in 2016. Do I use the 2017 or 2016 return to get the amount?

If the refund was received in 2018, but was for tax year 2016, you would report the tax you claimed on your 2016 federal return.
