As a military family, we have not technically lived in PA for a few years and do not own a home there. We understand that PA is our state of record (so we have to file taxes there), but what county would we put down in PA since we don't actually live ther

The county may have a tax rate different from other counties.

PA counties do not levy income taxes except for Philadelphia where the city and the county are one and the same.

From PA instructions:

 Nonresidents or part-year residents who did not reside in the state as of Dec. 31, 2018, should enter 99999 in the school district code field.
