If you owe Maryland back taxes, can your federal tax return be garnished to pay Maryland?

Maryland Comptroller said I owe back taxes because of a wrong deduction for years 14, 15 and 16, can they garnish and take my entire Federal Income Tax return?

Before issuing a refund  the IRS looks  for offsets  ( claims   from IRS, from courts, from states, other agencies ) and then issues the remainder to you. So if the State has put claims  to the IRS then these offsets would be honored before issuing the refund.
