Why is Turbo Tax saying I need to download a Tennessee state form for 2021? I thought the Hall Tax ended as og 12/31/2020.

That has to be some embedded carryover somewhere in the code that didn't get cleared out.

This is the desktop download. I moved to TN in 2021 and am using my free state download for CT, my previous state where I do have to report income. On TT it is showing "See Amount" for Tennessee. I though that was odd since I read the Hall Income tax was repealed in 2020. when I click on see amount it directs me to purchase the TN download. Being a new resident I wanted to ask the question before proceeding. I didn't think I had to file anything but would hate to be wrong...

No, you probably don't.
Tennessee is one of the seven states that does not impose an income tax. Taxpayers are not required to file a state return or pay tax on their wages and monetary bonuses.

The Hall Tax "was" the TN income tax on interest and dividends ...It was as fully repealed for 2021 and the years following .
So the TTX software's directions to buy TN for any purpose at all for 2021 is a screw-up....some kind of software holdover from prior years when a TN Hall Tax form-set might have been needed.
