Tax Year Prior to 2020: I worked for a company based out of NJ. I lived full time in the state of VA. The NJ company took out NJ income tax not VA. Should I get a 100% refund from NJ?

I work for a company based out of NJ while I lived full time in my home in Virginia. The company withheld NJ income tax not VA. I realize I owe Virginia state income tax as that was my home but shouldn't I get a near 100% refund from NJ?

Yes, you should.  You will  file a Non-Resident tax return for New Jersey, and a Resident tax return for Virginia. Prepare the New Jersey tax return first, then Virginia. 

Make sure to adjust out your income in the New Jersey state section to show you didn't earn anything in the state.  Also, contact your payroll or human resources department (if you haven't already) to have that changed.
