My job required me to travel while working, we sometimes worked in South Carolina; but for the most part I worked in Georgia. I paid state taxes in both states, but I only worked in South Carolina a few days out of 2021 and paid in less than 200 in state taxes. I did my state tax refund and it is saying that I will be getting 2$ back from SC, however since it is less than their 5$ minimum I will not be getting a return. Do I Have to file these state taxes since its going to cost me 40 to file state taxes there just to not get anything back?

Technically, yes. South Carolina requires you to file a return if you earned money in that state and are required to file a federal return.
Since you would be getting a refund, if you do not file there would not be any fees or penalties since they are based on your tax due, however, it is possibly that at some point you would receive a letter telling you that you need to file and then you would need to respond to that letter.
They said that since my refund was less than 5$, they will not be issuing me a refund, but when I go to file on here it says I have to pay 39$ just to file, even though I'm not getting any money back from the state.
