Your Virginia pension plan is only taxable by your state of residence. Income from a pension, 401(k), IRA or any other type of retirement account is all taxed at the North Carolina state income tax rate of 5.25%. Unlike many other states, North Carolina does not allow deductions on any type of retirement income. You don't have to indicate you didn't have NC tax withheld, that will be inherent by not entering any NC tax withholding.
