I was required to file my federal tax by mail because federal form 3800 could not be sent electronically, and the state of Georgia requires that I send my return electronically for schedule 2 ( credits ).

You cannot e-file a state until the Federal has been e-filed and accepted. There are no stated that require e-file if the software you use does not support state e-file and in this situation it does not. Just mail the state if you mail Federal.
However, Federal form 3800 is an e-file-able form according to the TurboTax forms list. Why do you think it is not?
I get a message from turbo tax when I attempted to file Federal electronically that stated that I would have to mail the return. hen I printed out the state return schedule 2 has printed up the side of the form "credits must be filed electronically. The supporting form for federal form 3800 is form 8826.

That explains it. Form 8826 is not supported in TurboTax at all so if it is required to be attached to you tax return, then manually filling it out, and attaching it to a mailed return is the only possible way to file Federal and state with TurboTax.
