State Refund less than taxes withheld on A MD state NR form

I filed a MD 505NR return to get back the taxes withheld from my paycheck as I live in PA but work in MD. Turbotax only calculated about 90% of the amount withheld.  Why? MD and PA have a reciprocity agreement whereby the tax withheld in one state is owed to the other.

Check your Maryland return to verify that you've claimed all your income as Non-Maryland income.

On the screen "Maryland Wage Income" Wages from Maryland Sources should be $0.

On "Non-Maryland Income Allocation" the Non-Maryland totals should equal the federal totals.
