Last year when I filed my taxes, the state of NJ refunded me too much....and then sent me a bill saying I owed $40. Their system marked that I as 65 years old, and then later corrected it.
How do I account for that $40 payment I had to make back to NJ?

It depends. If you did itemize your deductions in 2021 and you received a Form 1099-G for your New Jersey (NJ) refund you can reduce the amount on your form by the $40 you paid back to NJ.
If you did not itemize your deductions on your federal return in 2021 there is nothing to report for 2022.
The SALT cap is $10,000. if you already itemized that much you can't deduct the $40.
