How do I change from mailing my state return to e-file it?

You can make that choice in the FILE section. However, you cannot e-file a state return unless you e-filed the federal return and it has been accepted. If you mailed your federal return the state will have to be mailed too. A state return cannot be accepted until the IRS has accepted the federal return. The IRS will not begin to accept/reject federal 2020 returns until February 12, 2021.
